What is the PER exactly?

The Patrón de Embarcaciones de Recreo (PER) is the most popular Spanish boating license. It qualifies you to:

To get it you need to: pass an official theory exam (40 multiple-choice questions on regulations, navigation, buoyage, meteorology, propulsion and communications), complete 16h of on-board practice and 4h of radio communications (VHF), and pay fees (~€80).

The real cost of the PER

How much it costs to get the PER in Spain today (2026):

Time: 2-4 weeks if you study seriously. The exam is held several times a year in each coastal province.

When the PER IS worth it

  1. You go to the coast several times a year (more than 3-4) and want different routes, not always a marked area.
  2. You want powerful skis (Yamaha FX SVHO, Sea-Doo RXT-X, Kawasaki Ultra 310) that are only rented with a PER. The difference in power is noticeable.
  3. You have friends with their own boat/ski and you are going to go out together. The PER pays for itself in 2-3 outings compared with always renting with a guide.
  4. You want to buy your own ski. A new 130+ hp ski requires the PER to use it. Without a license, do not even bother looking at the catalogue.
  5. You live in the Balearics, Canary Islands or on the coast and are going to go out every weekend. Here it is practically essential.

When it is NOT worth it

  1. A stag/hen do or one-off event. 1 hour a year does not justify €800 and 4 weekends of courses.
  2. A one-week holiday. Rent without a license and enjoy. The experience is very complete.
  3. You are not interested in boating beyond "I have tried it". The PER makes sense if you love the sea; if you just want an epic photo, it is overkill.

The most common mistake

Many people think that to rent a jet ski in the Balearics or Ibiza you "need" the PER. That is false. In the Balearics, just like in Marbella, Santander or the Costa Brava, there are operators with no-license skis in a marked area. The difference is the offer: in the Balearics there are more premium operators offering powerful models with PER, but they all also have no-license skis.

If they tell you "you need the PER to rent here", ask for the no-license option. If they do not have it, look for another operator in the same area. Here we explain the no-license requirements in detail.

Final recommendation

Try no-license rental first: an outing in Marbella, Santander or Ibiza. If it really hooks you and you think "I want to do this every summer", then yes — invest in the PER. But go no-license first: many people who were going to get the PER realize that 1 hour each summer is perfectly enough for them.

The PER is a long-term investment. No-license rental is the trial run.
